Question about Toronto/Hamilton police radio

Does anyone know if Toronto/Hamilton area police have a scrambled frequency that cant be picked up on a normal scanner? I like to stay a step ahead of the cops and if I go up there I wanna know if my scanner would work:D

i doubt it....they hop frequencies automatically from what i hear
